Request to Update Inspector Dashboard & Agent Dashboard Banner Behavior

Scot Baker posted a request to the FB users group about the inspector report on the Inspector & Agent dashboards. I would love to hear from other inspectors about his request and my proposed solution are below. Please let me know what you think!

Please bring back the tab that was removed that allows you to go back to the list of reports from anywhere in the open report. Having to scroll all the way back to the top of the report to do this is a backwards step for usability. Using the browser back button takes you to the top of the report than you can use the "reports" button.

I think we could solve this by making that banner static on those two views. Then users will have the actions available to them as they scrolled the report. Does this sound like something that would help or hurt your process?
